For over 40 years, the First Utility District of Hawkins County has served the City of Church Hill and surrounding areas in upper east Tennessee. During that time, new service areas have been added and regulations governing treatment have become increasingly stringent. According to General Manager Allen Jones, these factors made it difficult for the District’s existing plants to be in regulatory compliance and to meet demand, especially in periods of insufficient rain. The District serves approximately 20,000 people in Church Hill, Mount Carmel, the New Canton Utility District, and a portion of Scott County, Virginia. It also sells water to the Surgoinsville Utility District for the Phipps Bend Industrial Park.

After a careful analysis of service area demand and available treatment technologies, CTI concluded that a new membrane treatment facility with a new intake on the Holston River would best meet the District’s future needs. Included in the total project are seven separate procurement and construction contracts with a total bid price of approximately $11 million. Over one-fourth of this amount is grant funds awarded for the project’s impact on job growth and economic development in the region.
